The Honorable Dr. Solomon Isaac Passy was born on December 22, 1956. He is the former Foreign Minister of Bulgaria and was the Chairman-in-Office of the Organization for Security and Cooperation in Europe (OSCE) in 2004.

Education

Dr. Solomon Passy graduated with a PhD from Sofia University.

Experience

He engaged early in the dissident Bulgarian regime under the socialist regime. In 1990, he founded the Atlantic Club of Bulgaria, a lobbying NGO for NATO membership and served as its President and CEO. He is the founder and spokesman of the Green Party of Bulgaria, and joined the parliament as deputy. From 1996 to 1999, he served as Vice-Chairman of the Atlantic Treaty Association in Paris. In 2001, he was appointed Minister of Foreign Affairs and served until 2005. In 2004, he was a member of the OSCE Troika and subsequently was appointed as Chairman-in-Office of the OSCE. In 2005, he became Chairman of the Bulgaria–USA caucus and the Foreign Affairs Committee of the Parliament. Since 2006, he serves as the Chairman of the Transparency and Accountability Committee of the OSCE Parliamentary Assembly. Since 2007, he also serves as the Special Adviser to the Macedonian Government on NATO accession.
