He was born on 30 April 1949 in Vilnius, Lithuania. Married with two daughters from the first marriage

Activities: Signatory to the Act on the Restoration of the Independent State of Lithuania (of 11 March 1990); co-founder of the Lithuanian Free Market Institute (1992)

Awards: Cross of Commander of the Order of the Lithuanian Grand Duke Gediminas; Medal of Independence of Lithuania

Publications: over 300 scientific papers on market economy in Lithuania and abroad; author of the book Gamybos Intensyvinimo Problemos (Production Intensification Problems); author of some chapters and compiler of the book Rinkos Ekonomika ir Valstybinis Reguliavimas (Market Economy and State Regulation)
