David John Maclean, Baron Blencathra was born 16 May 1953, Scotland. He is a Conservative Party life peer. He was the Member of Parliament (MP) for Penrith and The Border from 1983 to 2010.


Political career

He was Assistant Whip (HM Treasury) (in 1987 and 1988), then he was Lord Commissioner (HM Treasury) (Whip), Parliamentary Under-Secretary (Ministry of Agriculture, Fisheries and Food) from 1989 until 1992. In 1992 and 1993 he was Minister (Department of Environment) (Environment and Countryside). Between 1993 and 1997 he was Minister of State (Home Office). From 2001 until 2005 he was Shadow Chief Whip (Commons).


Education

He studied at Fortrose Academy, Fortrose, The Black Isle, Highland, and at the University of Aberdeen.
