After the electoral victory of the Popular Party in May 1996, he was appointed to the Office of the Deputy Prime Minister as part of the team close to José María Aznar. On 5th May 2000, he was appointed Secretary of State for Territorial Organization in the Ministry of Public Administration, a position he held throughout the Seventh Legislature of Spain. He was director of the campaign of Mariano Rajoy in the general elections of 2004, and then Executive Secretary of Communications of the People's Party. He first earned a seat in 2004 into the Madrid Congress of Deputies representing the People's Party. He was re-elected in 2008.

Between 2004 and 2012, he he was a member of the board at the Elcano Royal Institute of International and Strategic Studies. In November 2011, Gabriel Elorriaga was re-elected as a deputy for Madrid. Currently, he chairs the Committee on Finance and Public Administration of the House of Representatives.
