However, he has also served as deputy on the previous five Legislatures, except in the VIII. From 1989 to 1994 and from 1998 to 1999 he served as Deputy for the European Parliament. He was also deputy at the Council of Europe Assembly in 1988, 1989 and from 2005 on. From 1982 to 1985 he served as Mayor of Loulé City Hall. Presently, he takes part in various Parliamentary Commissions from which he is President of the Commission for Ethics, Citizenship and Communication.
