He began his political career in 1991, when he was included in the lists for municipal elections at number ten candidacy for Toledo and then elected councillor. He was the appointed Spokesman of the Popular Party in the City of Toledo. That same year, in October, he chaired the Provincial Manager of PP in Toledo for a few months until the provincial congress of 1992.
