He was born on May 14th, 1951 in Santiago de Compostela.

Political Career[edit]

He has been an advisor to the Ministers of Education José María Maravall and Javier Solana. He was Member of Parliament for the PSOE in the Parliament of Galicia, where he belonged to the Regional Planning Commission, Public Works, Environment and Services. Secretary for Institutional Policy and Deputy Secretary General of the National Executive Committee of PSdeG-PSOE and member of the Federal Committee of the PSOE. In November 2004 he was appointed Ambassador at Large for the Coordination of Relations with Spanish Communities in Latin America and in August 2007 he took up the post of Ambassador of Spain in the Republic of Paraguay.

Education[edit]

He holds a Ph.D. in Biology from the University of Santiago de Compostela, where he was also Vice-Chancellor.
