Russian abbreviation for the “Union of Soviet Societies for Friendship and Cultural Relations with Foreign Countries”. VOKS, founded in 1925, was intended to be a cultural exchange organization, but was heavily criticized by the West, which viewed it as a propaganda network. The organization was shut down in 1958 and replaced by the ‘Union of Soviet Societies for Friendship and Cultural Relations with Foreign Countries’.
