Jose Maria Benegas Haddad was born in Caracas on July 25, 1948. He is a Basque politician and lawyer. He is a member of the Socialist Party of Euskadi integrated into the Spanish Socialist Party.

Political Career[edit]

He was a member of the Executive Committee as secretary of the PSOE Federal Organization. His major contribution was to the debate on the draft of the 1978 Constitution and the Statute of Guernica in 1979, comprising of members who negotiated and signed the Ajuria Enea Pact on 12 January 1988. He served as Minister of the Interior in the Basque General Council chaired by Ramon Rubial in 1978. In the 1980 elections, he was elcted to the Basque Parliament as MP for Guipúscua. In 2000, he made a proposal to the then Secretary General of the Socialist Party José Luis Rodríguez Zapatero, to begin a process of an end to the violence in the Basque Country.
