Fresnillo plc is a Mexican-based precious metals mining company incorporated in the United Kingdom and headquartered in Mexico City. Fresnillo is the world's largest producer of silver from ore (primary silver) and Mexico's second-largest gold miner. Fresnillo plc was established in 2008, following restructuring of Peñoles separating precious metals business into Fresnillo Group. Fresnillo plc’s Centre for Technical Studies (CETEF) was created to train a high quality mining technicians for its specific needs. The training approach is based on a model that favours hands on experience, spending 20% studying theory and 80% practicing with modern equipment. This is believed to be fundamental to secure the talent pipeline. Although the company is slightly above the national average, they must maintain the effort to seize this opportunity.

Good relations with unions have also facilitated their buy-in of the efforts of Fresnillo to embed safety in the culture. Child labour or compulsory work are banned from Fresnillo’s operations and are regularly monitored by Mexican Authorities.
