Lord Carter of Barnes

Stephen Andrew Carter was born on the 12th February, 1964. He is a Scottish businessman and politician.

Political Career[edit]

Carter worked as Prime Minister Gordon Brown’s Chief of Strategy and then as the Minister for Communications, Technology and Broadcasting. In this role he commissioned and wrote The Digital Britain Report and the follow on Digital Economy Act 2010. Carter was not a member of parliament so it became necessary for him to be appointed to the House of Lords.

So he was given the title, Baron Carter of Barnes, of Barnes in the London Borough of Richmond upon Thames. In his parliamentary career, he served as Parliamentary Under-Secretary for a number of departments including: the Department for Business, Innovation and Skills and the Department for Culture, Media and Sports.

Education[edit]

Barnes was educated at Currie High School, Edinburgh. From 1982-1987 he studied a law degree at the University of Aberdeen, where he graduated with LLB Hons. In 1997 he completed the Harvard Business Schools Advanced Management Programme.
